He now organized a socialist-Zionist group and wished to attend the Zionist Youth Conference—after having announced his withdrawal from the WZO. Weizmann, concurring with Motzkin's view—notwithstanding his desire for the broadest possible representation—ruled out Syrkin's personal participation. So too, although he was gravely disappointed when Bernard Lazare retracted a promise to present a paper at the conference, he found it far easier to part company with Lazare than to renounce the WZO and its Basle program, as Lazare did.

He himself conducted its main activity, the approaches to the Ottoman and major European courts. The WZO's periodical publication, Die Welt, was launched and financed in good part at Herzl's own expense and with his father's generous support. He got meager help and advice—he asked for little—from his Vienna group of close associates who formed the Smaller Action Committee. The Greater Action Committee was hardly used by Herzl as a body that func- Weizmann 25 tioned collectively to advise or determine policies.

The dilemma this presented for Weizmann was intense. He faced the dread prospect of explaining his betrayal not only to his fiancee, but to his parents, and he put off the ordeal as long as possible.
